Proficiency levels low in Buffalo schools

Barely one-quarter of Buffalo's students in grades 3 to 8 scored at or above grade level in English this May, according to figures released Monday by the state Education Department.

The news was a little better in math, where almost one-third of Buffalo's elementary school students met or exceeded the state's proficiency standards.

The state's report card for the Buffalo schools also was mixed compared with the previous year.

In English language arts, Buffalo's proficiency percentage went down, from 27.7 percent a year ago to 26.9 percent.

In math, Buffalo students increased their proficiency, from 29.8 last year to 31 percent, the figures show.

As school officials noted, Buffalo has "flat-lined" in its test scores.

"Maintaining flat results is not enough, and we are poised to improve student performance," School Superintendent James A. Williams said in a district statement emailed to the media.

Williams added that the district's curriculum, data system, and teacher and administrator evaluation system are being aligned with state reform standards. So the district is continuing to aim for higher proficiency in these key subject areas.

The superintendent couldn't be reached for a direct comment.

The tests in both English language arts and math were given to all third- through eighth-graders across the state.

In each of the 12 categories (for each grade level in the two subjects), fewer than 40 percent of Buffalo students scored at or above grade level, according to the figures released late Monday morning.

As low as Buffalo's proficiency levels were, they remained a few percentage points above the scores from Rochester and Syracuse, considered fairly comparable cities. But Buffalo's scores lagged well behind Yonkers' and New York City's.

In New York City, 43.9 percent of the students met or exceeded the proficiency standards in English, along with 57.3 percent in math.
