Agency leaders present budgets
SEBRING - At the request of the commission, constitutional officers Tuesday presented their budgets to the county commission, the first time he was done.
County commissions are required to fund these budgets, but Florida law requires the sheriff clerk, tax collector, property appraiser, supervisor of elections and the Court to submit the budgets of the state. The commissioners learned the details of these budgets, they had already seen that in writing.
Property Assessor Raymond McIntyre says his 2.8 million dollar budget was reduced 7.27 percent, or about $ 204,000.
The law requires his office to appraise 120,000 parcels within Highlands County each year. Every five years, an appraiser is required to visit the property. Those appraisals produce $83.8 million for the county, the school district, the three municipalities and two water districts.
That's to ensure, for instance, that if a property owner encloses a screened room, that a building permit was issued, McIntyre said, smiling. "I'm sure it's an honest mistake if they didn't."
Florida also requires counties to order new aerial maps every three years, McIntyre said. "The state used to provide those, but now that's been pushed down to the counties."
He is replacing five $4,000 computers, monitors and scanners, high-powered enough to map those 120,000 parcels.
"We rank ourselves to see how we're doing," McIntyre said. "Out of 67 counties, we're number four in the state for the cost per parcel to appraise."
McIntyre ended his presentation by saying that the double-digit decreases in real estate values are slowing. Banks are still poised to foreclose hundreds or thousands more Highlands County properties, though, and that could drag down prices even more.

Highlands County is in the 16th Congressional District, 17th Florida Senate District, and 66th and 77th state house districts. Later this year, however, state legislators will decide where to draw district lines.
