ST. LOUIS > Man pleads guilty of murder • John J. Donley Jr., 69, of the 5900 block of McArthur Avenue, pleaded guilty Monday of second-degree murder and armed criminal action and was sentenced to 30 years in prison. On Sept. 12, 2009, Donley stabbed his longtime girlfriend, Willie Mae Crenshaw, 67, multiple times in the head and chest at their home. Donley was arrested that night, and police said he had self-inflicted cuts on his wrists. Donley pleaded guilty before Circuit Judge Margaret Neill as he was to go to trial this week. He had been charged with first-degree murder.
ST. LOUIS > Man is charged with murder • Kendall White was charged Saturday with murder in the death of a man whose body was found floating in Moline Creek, in the 9100 block of Riverview Boulevard, on June 8. The victim, Andre Hathaway, 29, of the 2400 block of Shannon Avenue in Jennings, suffered massive head trauma, police said. White, 28, of the 1000 block of Melvin Avenue, was charged with second-degree murder, first-degree robbery and two counts of armed criminal action. Bail was set at $500,000, cash only.
WASHINGTON COUNTY > Driver is arrested in fatal crash • Nathaniel Roberts, 21, who was driving a pickup in which a passenger was killed Sunday, has been arrested on suspicion of manslaughter, second-degree assault and driving while intoxicated, the Missouri Highway Patrol said. Roberts, of Bonne Terre, was driving east on Highway CC just before 4 a.m., at high speed, when the vehicle overturned, throwing three people out, troopers said. One of the passengers, Dustin C. Goforth, 18, of Farmington, was killed. Roberts was injured, as were the three other passengers: Linzie Stokes, 17, Christopher Weiss, 20, and Joshua Conway, 17, all of Bonne Terre. Stokes was the only one in the truck wearing a seat belt, the patrol said.
WINFIELD, MO. > Body is found in river • The partly decomposed body of a woman was pulled from the Mississippi River on Sunday night, the Missouri Water Patrol said. Her identity was not known. The body was spotted about seven miles north of the lock and dam near Winfield, said patrol Cpl. Jeff Wilson of the water patrol. Lincoln County Sheriff's Lt. Kurt Venneman said police had been looking for Sherri Jane Wood, 50, since July 8. He said she owned property near the riverbank at the end of Highway P. He did not say whether investigators believe her disappearance is related to the body that was found in the river.

Fire truck overturns • Two volunteer firefighters were injured Monday when their tanker truck overturned on a hill while responding to a call for a house fire, said a spokesman for the Doe Run Fire Protection District. One of the firefighters was taken
John Grady of the New York Department of Transportation says workers are finishing the cable support system of the arch. Once that is done, the arch will be loaded onto two barges and moved to the bridge site where it will be lifted into place.

1. Curriculum and Student Achievement: ARCH, the DOE’s research and accountability division, found that only 20 percent of Hawaii’s public school students in one of Hawaii’s high schools with a top graduation rate were eligible for a BOE Diploma vs. a regular diploma. Hawaii’s community colleges find that 79 percent of Hawaii’s public school graduates need remediation in math, 52 percent in reading and 66 percent in writing. Do you favor the implementation of a sequential, quality, K-12 curriculum that would tie to the state’s standards and that would allow graduates to be college-ready?
It is an admirable issue to consider but are all students going to college? The BOE should look at standards for all students. 2. Teacher and Principal Compensation: The American Federation of Teachers finds that Hawaii’s teacher starting compensation package equals $52,150, with an average of $72,682, with principals’ average compensation package at $147,000. Should teacher and principal salaries be based on seniority or performance and outcomes? Should principal performance contracts, as required under Act 51, passed in 2004, be required?
Seniority and Performance should be factors in determining compensation for teachers. The major factor should be what can the State of Hawaii afford?
3. Per pupil expenditures: Hawai‘i was 13th highest among the 50 states in per-student expenditures in 2006-07: $11,060 versus a national average of $9,666. Last year, when all spending is included, Hawaii had a per-student annual spending of about $16,000. Should the Weighted Student Formula funding be increased from .49 on each dollar to ensure that more of the budget gets to schools and classrooms? Why are why not?
It would be nice to have more funding but what can the State of Hawaii afford to spend?
4. Staffing Formulas: Act 51 implemented a weighted student formula and requires principals spend 70 percent of the DOE operating budget, excluding debt service and capital expenditures. However, the BOE still negotiates labor agreements that include employee ratio formulas, preventing principals from making autonomous hiring decisions. Do you favor eliminating employee ratio formulas in union contracts to allow principals to make hiring decisions? Why or why not?
